Steam Error

Is Steam down or something? I just reformatted my gaming PC, installed Steam and got this when I try to launch it:

I tried to look around for the error but it's like no one has ever heard of it. UAC and WinFirewall is off.

Thanks buddy. Apparently if you get this error, you have to wait around 6 hours and then you can log in.
