Why buy a PSP 2 when you can play THIS on your phone that you carry with you anyways:

(Unless the PSP phone is a success... which is it a PSP or PSP 2 integrated in a phone? Not a separate platform, I hope.) |

Very much doubt it. I am sure it will look great, but for a handheld. No way does it compare to PS3/360.

Well low end GPU's are pretty comparable to PS3/x360 these days. AMD's Ontario fusion platform could definitely do the job, but I think it still uses a bit too much power. The platform is capable of sub 1w, but I doubt it would perform well enough at this power level.
What is the current PSP's power usage? Maybe an 8w APU won't be too much, but for a phone I know that it certainly is.

PSP = somewhat PS2 performance
PSP2 should almost equal PS3 performance.........or there about! ..wishful thinking?

If they use a "fusion" type of config, I think it's possible. Remember that the resolution will not be 1080p. In fact, it probably won't even be full 720P.
Less pixels to process = higher performance.

I'd be more worried about battery life.
The reason Nintendo owns portable gaming is that their console is the only one lasting 6h+ while gaming fully. Sony and Sega in its time did the same mistake: higher perfs, prettier graphics, but shorter battery life. What is the point of a portable if you need to be hooked to a power plug?
