Bug w/ TV output on 8400 GS

This is a bug report for the issue w/ TV-out as described in this post:
TV-Out not working with 8400 GS and 195.96.24

My symptom is that my card refuses to output anything to the s-video port under X. I am using an S-video cable from my card to a NTSC television. BIOS and boot messages appear normally. There is also an issue with the output being detected, unless I use the "ConnectedMonitor" option X refuses to start since it is unable to detect the s-video connection. When I do have the option specified X starts normally and reports no errors in the log but it outputs no signal from the card. I have attached my xorg.conf, a nvidia-bug-report and an X log with a verbose level of 6.

Card: Sparkle 8400 GS 256 MB part #SFPC84GS256U2LP
OS: Ubuntu 10.04 Lucid
Driver: 195.96.24 and 256.29 beta

I am having similar issues with the same card, with previous drivers and cards this worked perfectly. I know specifically a 7600GT worked with the component out with 480i, and the FX 6200 worked with this as well (all w/the same TV). I'm getting this silly error:

It seems to be associated with mode validations. I tried using all the "ignore" options to make it less picky (this TV definitely supports 480i or at least what previous nvidia drivers thought that were putting out with 480i). I'm googling around and a lot of people have this issue. What has changed between drivers that the mode validation isn't working. I tried downgrading drivers but it won't work with recent kernel revisions (so this requires a downgrade of Linux kernels and Xorg server versions). What's the deal with this?
