Because they'd annoy their alternate manufacturers and have a lot of extra stuff to pay for and manage.

SavagePaladin is right. If NVIDIA did this, they would essentially alienate all their other board makers. No longer would we see NVIDIA cards from MSI, Gainward, Leadtek, PNY, etc. NVIDIA doing this would be akin to 3dfx buying out STB and making their own board. And we know how well that decision turned out.

BTW, Visiontek has traditionally made NVIDIA's reference boards. NV has no manufacturing capability whatsoever.
