That's right. It's much much easier on PC, hence the DRM is usually have to deal with. While it exists consoles, it usually isn't high impact. Console tends to have high sales, low piracy, PC has lower sales, more piracy. This evens out as a game ages through Steam sales etc, however it's often a pirate finally buying a game he's been playing for years anyway. if we want PC gaming as we know it to survive, we need to spread awareness, not point fingers at others or ignore it outright. I'm trying to educate the guys at work, but when most don't even have a legal copy of Windows, it's an uphill battle.
