EVGA GTX 560 Ti Question

I have a question. Is the EVGA GTX 560 Ti built using the old GTX 460 design? I was looking at it the other day and the picture shows the thinner fan blades and two heat pipe cooler from the GTX 460. This is their base GTX 560 Ti not the GTX 560 Ti FPB. I don't understand why they would change the heatsink and fan, and my question is, did they also put the GTX 560 Ti Chip on a GTX 460 Board too. This would make their base GTX 560 Ti nothing more than a GTX 460 with a GTX 560 Ti Chip on it. Does anyone have anymore information on this? I put three pictures below from their image gallery for each product showing the base GTX 560 Ti, the GTX 560 Ti FPB, and the GTX 460 SE.

The GTX 560 Ti uses less power as such less heat comes from it so advance cooling solutions are not required.

I've heard that before but according to the NVIDIA website the power requirements for the GTX 560 Ti is more than the GTX 460, not a lot, but more. They also specify a minimum power supply 50 watts greater for the GTX 560 Ti. And many website reviews of the GTX 560 Ti when it was first released stated the 560 Ti actually used more power than the NVIDIA specification.

Being a retired engineer I feel if a company modifies the reference board it should improve it, not lower it. The EVGA GTX 560 Ti FPB uses the NVIDIA reference design but it looks like their standard GTX 560 Ti uses the GTX 460 design. NVIDIA used to control the allowed changes more and I think they should go back and tighten thier policies again.

Read this article on the EVGA website if you don't think they feel the reference design is the best solution.

Refinement of the fabbing process over time and revisions can yield cooler running GPUs.

I read several posts about later revision GTX480s running much cooler than the review models sent to us prelaunch.

Beyond that, it's hard to guage anything from PSU recommendations IMO. They have to make them high enough to account for cheap PSUs, unfortunately.

I have an EVGA 560Ti. They had a couple versions when I got mine, one was overclocked. I got the the other. I know the fan is quite, not heard over other fans even in games when I know it's underload as the UPS shows the increased load. I have had the driver "stop responding" with the screen going blank when playing Eve and another game. Driver recovered. I also now seen lines flash when watching video on Hulu or TNT. WHen these lines show up, I go back to windowed mode which makes the lines go away and right back to full screen with the lines gone. DOn't know if it's gotten flaky or if it was a recent change in the drivers.

Right now tems are setting at 41c with fan at 30%. GPU load is ~30% and memory load is ~22%. Video engine load is 0%. Computer is in a 4u rack case. Will have to check it next time in a game for a bit, but when I got it, It seemed to stay cool in games and I thought GPU-z said fan only went to 70%

For what it's worth, I had a 460 and stepped up to the 560Ti when it came out. Under load during gaming, my 560Ti can easily be heard much more so than the 460 could. Don't get me wrong, the 560 runs things fine, and benchmarked better than the 460, but the noise is just irritating to me.
