Nope. the ops.txt file is only for admin commands. You need to have world guard or something like that installed in order to block users from building. If you want to limit the players a whitelist would be a good method. Unless you're going to build some magical stuff I don't think griefing is going to be too much of an issue.

Do you have cron jobs setup for your server? There is a really nice set of scripts to do automated backups and run the server as a service so you don't need to be logged in for it to stay up.

Gotcha. I've already created a list of rules so if anyone gets crazy, it's easy to blacklist.

I'll have to setup that cron script, that's exactly what I was looking for.

It has 90001 features. It is extremely easy to run on linux too.

You don't need a backup script with bukkit. There are tons of automatic, customizable backup plugins for it.

Depends on what you want to do with your server really. There's nearly an infinite number of ways to customize it with all the plugins.

For world backup I just use:
