Great idea if they also offer the same chips with the usual hsf assembly minus the cost of whatever LCS they choose. I'd rather make my own decision on that.

That said, if the package comes with the lcs heavily discounted - yeah, I could do that.

Meh, black editions should come with no HSF. Discount contained water cooling isn't really that good.

agreed, when building a rig for myself i never use the bundled cooper, don't include anything and pass on the savings.

AMD tried that and had to backtrack on it as quite a few consumers were expecting an HSF in the box and were quite confused by its absence.

I think that happened with the P2 X3 720 Black...

Well Intel are doing it with SB-E so AMD should try again. I guess at a much lower price point though you get a lot of non-overclockers buying BE chips... especially now that they don't replace BE chips so fast with regular varieties and the old ones go down to the super bargain level.
