Why? Dumbphones already use LTE, and many of their users still reach the caps. Most carriers simply define dumbphones as ones that use physical buttons and have a smaller screen.

Actually that is incorrect. On android quad cores provide huge energy savings. On iphone, the system usually saturates one cure, whereas on android the load of the entire OS and the apps is distributed across multiple simultaneous running threads.

IC's are comparable to cars in that the more intense operations they perform, the less energy efficient they are, namely due to heat dissipation and other issues.

Rather than having one core that handles multiple tasks at once and frequently switches between them, you divide them among multiple cores that dynamically adjust the clock speed depending on how fast they need to perform each operation.

Furthermore, not all cores have to be active at all times, they can be using basically no power at all while not in use.

The result is energy savings, particularly if you're the type of person who runs multiple apps at once.

No it isn't, android typically has more than two threads running at any given time while not in standby.

You're just saying its a gag because, by design, iOS will never make proper use of it

Hell, on iOS dual core barely has a use, most of the time the second core will be sitting idle unless an app is specially programmed to use it, which most don't.
