Default Power Management

I've had this problem for months, and nothing fixes it. My computer cannot go to standby, or hibernation. And lately, the computer doesn't shut itself off when I click on shutdown. Some people thought it was a problem with ACPI. I cleared and updated the BIOS, and last month, i bought a new Hard drive and did a fresh install. I still have the power problems. Is some component malfunctioning?

Question

What Operating System are you using? After changing ACPI some OSes need reinstalling.

I have Windows XP, and I did do a fresh install, when i bought a new hard drive.
