Default TVOut with GeForce4 MX 4000

Best way to start is with the problem...
My TV Out looks great except when one moves a window or attempts to play any kind of video. TuxRacer even plays great without a hitch.
When a window is dragged, milti-color horizontal lines appear where the window was and the window mostly disappears. When a video is played, all that appears is a black screen within the player window. After killing either window or video the entire screen displays the lines.
I've tried different HorizSync, VertRefresh, MetaModes, ...
This is a new system though I did have everything working on an Intel PIII 850 with Redhat 9 with the same video cards.
I feel as if I have read everything though apologize if this has been covered before.

Setup:
AMD 64 3500+
GeForce FX 5200 Ultra doing Dual Monitor (works great)
GeForce4 MX 4000 for TV Out only
ASUS A8V Delux K8T800PRO
Fedora Core 3 2.6.10-1.741 x86_64
Nvidia Driver: NVIDIA-Linux-x86_64-1.0-6629-pkg2
