Default horizontal streaks on LCD with 7XXX drivers

I am having a terrible problem with horizontal streaking on my LCD display with a 6600 GT. Any horizontal motion produces lines or streaks on the display. Vertical motion does not exhibit this problem. It has gotten worse with each driver release. With 6629 the problem was barely noticeable, but with the 7XXX releases the streaks have become very distracting during movies and games. The display is a Dell 2001FP. I don't think it is a refresh problem since it was not noticeable with older drivers and vertical motion causes no streaking artifacts. The exact same problem occurs under Windows.

XFX 6600 GT, AGP
Athlon 64 3500+
Asus A8V, Via K8T800
Mandrake 10.2, linux kernel 2.6.11
