I know that running an lcd monitor on any resolution other than its native resolution requires scaling and therefor degrades quality/clarity. My question is, " Is it normal to see gradients break apart into distinguishable color banding?" It also appears as a color bit depth change, but it could be from sub-optimal scaling.

What you're reporting is certainly not outside the range of possibilities when running at a non-native resolution.
