Default TwinView Clone Varying Metamode Resolutions

I'm trying to clone my desktop on my tv, but my monitor's resolution is higher then the maximum resolution of the tv. I don't want to use panning because I want to view videos on it and see the whole video at once. In other words, is there a way to scale the display of a larger resolution down to the display of a smaller one so that the cloned image can be viewed in its entirety?
