There is only 1 way to get the DLC. Activate your game on Steam. Updates for the game are ONLY available on Steam.

No Steam = no updates = no DLC

The Ranger mode is an update as opposed to being DLC, even though that's what they call it. And it is a Steam game so it should be in there already. But if it's a "non steam" ahem...can't help you there buddy. Buy the game like the rest of us.
