Yeah it does. I've been playing the Zombie Mod for a good while now on CSS and I'm not sure what difference this is from that mod. Probably more fun and well known? I don't know. I'll go check it out.

I can't speak for the Zombie Panic mod, since I have yet to download it.

As for the "zombie mod" I've been playing, there is no modded needed. All you do is join a zombie server hosting zombie maps (usually starts with ZM_) I think.

How good it is largely depends on what map the server is running and what rules they set. I usually get on with a few friends and have a blast on the unlimited ammo map. On the good map, normally all the humans start off scrambling to find cover (which is generally on top of a car or any other buildings) and try to set a barricade to hold off the zombies. I just have a blast setting my barricade, and tryign to ruin other humans barricade along the way, and trying to help my buddies find cover. Once the zombies show up, it gets pretty chaotic. Pretty soon your buddies will be going after you or vice versa.

The graphics aren't great, since it is just a customize map...usually haphazard compared to normal CS:S maps, but it's cheap and easy.

From what I can tell from Zombie Panic, it seems like it's a full mod in which you have to install? If so, it could be of higher quality than the zombie servers you find. I'm looking into it right now and I'll post some feedbacks on Zombie Panic. It won't be tonight though, since it's New Years, hehe

But if you're bored Grey, you can check out any number of zombie maps and see how you like it. The majority of them are boring and the maps suck, but there are a few gems in there. Especially when you're with friends.

I watched a few youtube videos of the css mod. This Zombie panic is much more polished as a complete mod (environments and such) than most of what I saw for the css one. It's slower paced though, and it's next to impossible for the humans to win. Very limited ammo, dead human respawns as a zombie, humans don't respawn as a human...so...

Still not bad though. It's just more of a "how long can you live?" rather than "Can you win as a human?"
