and when you have lots of interconnect bandwidth and low VRAM that's exactly what a PS2 developer needs to do, swap in and out small textures using said bandwidth in the texture alpha channel.

Yes but that is not done for all the textures, many of them are just streamed when they are needed. The GS also has access to the consoles main ram without any major penalty. A game that has many a consistent scene that uses high res textures cannot use streaming unless the focus is not on that scene right now. Games that used high res textures were often games with lower polygon counts since they had to make room in RAM for the textures. Thats why FFXII has better textures then FFX but the models look rougher.
