Default Why are applications so fragmented after install?

Why cant installers copy files without fragmenting the data. You can install a game an d 50% of the files are fragmented. Why is this?

I think its mostly a limitation of NTFS.

I believe NTFS is designed with FIFO (first in-first out) in mind, so it just puts it wherever it pleases.

I could be wrong though.

I guess it has the following reason:

When u uninstall a program, delete a file,... the place on the HDD is available again and when another program installs, it fills the holes in the HDD, but if the place is too small to install the program, it splits up the installed files, so some on those open place and the remainings in other open places

That would apply in som cases but I just installed FSX on a blank drive, and while it installed in one chunk, that chunk was 50% fragmented.
