Default Questions about Quadro NVS 290 Support

I've an ASUS Pundit with ATI onboard-VGA and using it as an HTPC with Linux.
The driversituation for this onboardchip is very bad (no Xv, bad OpenGL)

This Box has on PCIe x1 Slot free. The only nVidia-Card's i've found have Quadro NVS 290 Chips.
And these Cards are in my eyes expensive for the Job they had to do in my box.
But it seems that ther is no other PCIe X1 Card from nvidia for lower price (below 130 Euro)

If i decide to buy such a Quadro-board i want that all things i need are running fine.
Are these Boards capable of
1. Xv
2. OpenGL
3. XvMC
4. Connecting to an LCD-TV (32" Sony) trough VGA or HDMI with resolution 1280x768
5. VDR, Freevo and Xine have to run fine on this
