Default VGA IRC in BIOS

What is the BIOS setting "Assign IRC to PCI VGA" and why do I need to enable it to make the nvidia driver work?

it's assign IRQ to VGA, and its recommended, not always needed: you boot into your bios (pressing DEL at boot time) and somewhere over there you can set that option...
