I will agree that Order did get the shaft.

I've been debating ditching my Engineer because at rank 16, I still get owned by everything it seems. I don't have enough crowd control to give my dots time to tick before I get annihilated. Every other class I try on Order seems kind of meh in comparison. I guess I'll keep on struggling on my Engineer for a while.
