Default Power Savings issues?

Dear all,
in some way, after some help in the jungle of the xorg.conf Options, the KDE 4.1 effects seems to work better and smoothly

anyway, when the effects are not used (i.e., not exposing or not alt-tabbing) it needs a little bit of time (1-2 seconds) before the effects get smooth again...

this seems to be a power saving issue, i.e., the gpu goes in power saving mode and then takes a while to go in "performance mode"... can this behavior be accelerated?
