Default Refresh artifacts with TV out

I've got a GeForce 8400 GS 256MB connected to a 32" analog TV which I am using as a MythTV client. I'm seeing artifacts on the screen that I can only call refresh lines. By that I mean that I can see lines scrolling up my screen as if the refresh rate isn't right. It's slightly visible (but still annoying) with the component output, and VERY visible when the composite output is used. I'm using driver version 177.80 for IA-32 on a Debian Stable system (with kernel upgraded to 2.6.24). I've tried just about everything I can think of, but nothing seems to affect these refresh artifacts. How can I get rid of them?
