yes i have them exactly the same as you, try restarting (your PC!) and then booting up.
It just worked all of a sudden for me when i wasnt expecting, i thought it was turning into a mythical fix that everyone talks about but never works, but it works fine.

(i added "-dx9" and "/high", but purely for vistas sake)

Ok so heres my input.
-----------------------------------------------------------------------------------------
Statistics
Average FPS: 33.23
Duration: 37.22 sec
CPU Usage: 91%
System memory usage: 82%
Video memory usage: 100%

Graphics Settings
Video Mode: 1600 x 900 (60 Hz)
Texture Quality: High
Render Quality: Very High

View Distance: 10
Detail Distance: 10

Hardware
Microsoft Windows XP Professional
Service Pack 3
Video Adapter: NVIDIA GeForce 9800 GTX/9800 GTX+
Video Driver version: 180.48
Audio Adapter: SB X-Fi Audio [BC00]
Intel(R) Core(TM)2 CPU 6400 @ 2.13GHz
-----------------------------------------------------------------------------------------

And this is what i did.
I edited my shortcut wich comes by default on your desktop "Grand Theft Auto IV".
This is what i edited: "C:\Program Files\Rockstar Games\Grand Theft Auto IV\LaunchGTAIV.exe" "-norestriction" "-nomemrestrict" "dx9" "/high"
I Disabled by virus scanner.
and thats about it actually.
And this is what it looks like ingame...

Im not that impressed tbh.
Gonna tweak some more.
--------------------------------
Edit, ok so ive tested some things since i wasnt happy about the shadows @ all, wich looked like thick pixels as you can see on the SS.
Now since ive unrestricted everything suddenly when i hit Autoconfiger it gives me High/High now....
Where before when the graphs where restricted i only got medium/high.
--------------------------------
Update:

Still looks horrible. i removed the "dx9" "/high" from com.line, i dont see real effect....
The drawtime of the scenes with def viewdistance etc is also way to late...
When i look left i see the textures still being build.... its hilariouss.
back to testing..

I don't understand. I was able to launch the game before without restrictions earlier but now I'm having trouble. I have the steam version and I'm using the command line but nothing...

I swear there was an update on steam or something and it screwed this up.

Thinking about it more I'm not too worried about ending the restrictions on my machine, so I'm going to stop worrying about it. A draw distance of only 28 is actually quite fine for the game and is much better than the 360 version, and I like my high-res textures. I get an average of 45-50fps and don't want that to fall too much. Plus, if anyone every gets AA working in the game I will need some resources for that.

The restrictions thing does suck for those who can't choose their native res though... hope the "fix" works for all of you in that situation.

I'm loving the game... it can actually look really spectacular in the right places, the high-res textures being a large part of that. I was walking arounf in the rain last night and some of the texture work, draw distance and lighting effects mixed together was actually rather jaw-dropping.

I'll have to start playing with fraps on and take some pics.
