Know the limitations of your hardware and play around it, then you won't have these problems.

If you are talking about those circular things in your screenshot, thats mipmapping, you need to disable any mipmapping options you have enabled.
Im sure its in the nvidia panel, if its already disabled youll need to find some other solution since its obviously forced in some way by your card.

Save yourself a lot of headache and play GTA3, or Vice City, or San Andreas, or Mafia, they will all look 10 times better and run 10 times better. It's beyond me why you want to run a 2008 game which makes high end system suffer on such an outdated PC like yours.

probably the funniest thing about this whole mess is the fact that the PC crowd was like "OMG that looks so bad on PS3 and 360! PC will be so much better!"

now most of them can barely run it with high end machines

True, but that's what you get from a developer who is unable to program a game to run well.

So another crappy coded game deserved to be downloaded from warez and piss on it

I'm really suprised by your patience people to make this crap run on PC. I'm not even bothering to buy a game. I have other better things to play.

I think what is happening is purely bottlenecking.

Lets say the following results appear in a benchmark -

CPU 60%
memory 80%
graphics 99%

This would indicate that the system needs more graphics memory since it is maxing out the GFX card at 99%.
The memory and CPU arent maxing out because the system has excess memory and processing power for THAT particular graphics level. Increasing graphics memory would enable more CPU and system memory to be used since view distance would likely be increased bringing more action to a scene.

Likewise if the graphics card is 1gb of memory, but the cpu is a p4 3ghz.. you would expect to see the cpu at 99% but the graphics at 50%.
