yeah after i uninstalled I didn't get any i kept getting them no matter what

Installed on Vista64 and game no noticeable improvements in frame rate or memory usage for that matter.I'll keep it installed as it has caused no problems either

The only problem is that Windows keeps trying to install an Outlook 2007 update but it keeps failing.

or it could be that you are not understanding it correctly
there are DirectX improvements other then those two hotfixes listed. what 927544 and 951698 are just hotfixes that were previously available, have nothing to do with general Directx improvements. every service pack always contains hotfixes previously released and other fixes/improvements that were not available before.
