The only texture mod for Deus Ex that I know of is "New Vision", but that hasn't been released outside of a public beta (high-res versions of roughly 67% of the games textures).

There's also HDTP, which focuses on enhancing objects and character models rather than environments. It also hasn't seen a final release yet, but as is the case with New Vision there is a public beta available.

There is a project to do just that, actually. Deus Ex: Reborn is a project that is trying to port the entire single player game to UE2 via a UT2004 Mod. If you just glance at the front page it would seem the project has been inactive since 2007, but the forum has recent activity.
