When I bought HL2 GOTY 2nd hand you could scan the key and e-mail it to Steam but no longer.

I always wondered why people expect full privileges while buying used games. "but I paid money for it, it should work!" If most people bought used games or waited for it to hit the bargain bin then the games would not get made anymore since there would be barely any profit. Might as well pirate it then and save them the trouble of pressing too many copies.
