I feel your pain OP. I was strapped with no choice but overpriced Charter cable which 50% of the time was like getting internet service from some old man's anus for what seemed like forever. My only other choice for a very long time was actually getting internet service from some old man's anus. I'm sure grey1 would be happy to attest to the fact that his anus doesn't have the best internet connection...

Thankfully, the local phone company finally got off their duffs and starting offering DSL at decent speeds and decent prices. I moved from Charter's 5MB/512k for $60 a month to DSL @ 15MB/1MB for $40 a month.

Bad internet service is teh suck, I hope you get something better soon.

You should consider yourself lucky, the comcast chicago market is one of the few places going DOCSIS 3.0. Here in roadrunner land they won't even go docsis 2.0 and were paying more for less, even moreso we don't usually get the provisioned speeds.
