Default Vsync does not work correctly unless GPU is at full performance mode

I have a laptop with at GeForce 8600mGT and a 1680x1050 screen. I have a problem with vsync where tearing will occur even with vsync on unless the GPU is running in full performance mode with PowerMizer. In the middle performance mode, the tearing occurs at the very top of the screen, and in the lowest performance mode, it occurs randomly anywhere on the screen. If it is running in full performance mode, then vsync works as expected. Does anyone else have this problem, or a solution for it?

I have also noticed tearing at the top when playing videos with OpenGL output or using Compiz. It's very easy to see on Compiz by moving the desktop cube around rapidly. I never figured out it would be because of PowerMizer, thanks for the tip.
