Hasn't this been "fixable" via a registry key for years?

If you guys are talking about the applications stealing focus from the active window, it's fixable on XP (powertoys) but not on Vista, not sure about 7.
I think there are registry keys for delaying it in Vista, but no permanent solution like on XP, where the app requesting focus starts flashing on the taskbar after "fixing" it
