Default VDPAU Framerate up-conversion

Are there any elements of the temporal spacial deinterlacing in VDPAU that could be exposed to allow for frame-rate upconversion using similar methods?

VDPAU doesn't expose any kind of frame-rate conversion feature at present. Well, you can actually deinterlace N fields-per-second interlace to either N frames-per-second progressive or 0.5N frame-per-second progressive, but I assume you were asking about something with more control than that.
