Since I never bought the game on XB360, who is the publisher for the RETAIL version for the PC as well as for the XB?

I bought mine off of steam so no publisher required.

Most people are assuming MS is the one forcing the price on the content... no one can really know though.

IIRC, Microsoft does have a policy of charging fees for DLC for using it's Live service. Whether a publisher chooses to pay or absorb the costs is a whole other thing entirely.
