In game cut scenes that are pre rendered are done for many reasons, very little of which relates to the platform being console.

Up until rescently, it was simply a matter of the cut scene using models and effects that are just plain better and higher res. Alot of times it is a resource managment, if a cutscene requires more textures (multiple locations), better control over animations, post-opt effects (Xenosaga 1 did everything in game unless fire was involved, or 2 locations required rendering like video communications), or higher polycount (Even if character models didn't change, massive crowds..armies). Things that exceeded the specifications of the target system.

The majority of game engines in the past are just that, GAME engines, and lack the code needed for lengthy character animations, interactive character animations (characters interacting with objects, other characters), and lengthy controlled camera tracking. These things are needed for basic cut scenes and in the end it just turns out easier if the artist export the objects and bring them to their normal animation environments.

It also had a crappy quality 720p or less opening video using in-game assets.

Again, it's not a console issue.

These days rendered in game cut scenes are often used to hide loading screens. You see what is happening at the same time the system is free to load away.

However I think on PC with it's fast loads, it should all be in game. Problem is when you start to do tricky things on a system that can vary a lot in terms of performance, you risk game breaking bugs.

Crainger, very few games are skilled enough to do that saddly. I was floored with COH4's sweet mission screens and how it stealthly loaded the map behind it. Saddly most engines are simply not setup to run 2 separate threads for video playback and preloading.
