overlay transparecy between applications (like STB has)

Hi guys, I am using linux for a few years now, but I did never program any applications for it.
I would like to know if it is possible without any major programming to get STB overlay behaviour on linux. This means if I can use one of video players and browser, and get video shown through browser if I set the right background colour on web page which browser is showing.

Is this also different for every graphic card and driver, or X has this already included and can be used with all drivers.

If this is not possible without programming, can somebody point me in the right direction, maybe where can I find some documentation.
