Fan speed (silence cards) - is fan speed working on GTS250?

Hello everybody!

I am thinking about getting a Sparkle GTS250 (512MB) card. But I read in this forum that many people had problem with this chip and the fan speed (It always stayed at maximum).
Does anybody know is this happens to all GTS250 cards? Which ones are problems free?
Can anybody recommend me cards that have a similar 3D power, but that are able to stay in silence when you are not playing games, but desktop effects are on?
