Default Clock settings do not apply (coolbits)

I cannot get frequency settings to apply in nvidia-settings. Anytime I select a frequency and hit apply it jumps back to default frequencies. This happens whether I run as root or user.
Additionally, "nvidia-settings -a GPU3DClockFreqs=x,y" does not work either. For good measure I tired nvclock which also doesn't apply the settings.

Any help would be appreciated.

Running:
nVidia GTS 250 w/ Driver v195.30
Coolbits enabled in xorg.conf
Xserver 1.7.3

That's a regression in 195.30 and there are already two threads about it.

nvidia dudes know about it but.. well.. don't really care, I'm afraid.
