Best description I've ever heard of him.

He was ruthless and a real villian. Name another villian that actually succeeded in achieving their goal. Yes he wasn't cool but bad guys aren't suppose to be cool, you're suppose to hate them and want to defeat them and thats what Kefka did very well.

Well, IDIOT... Sephiroth was memorable and that is what this thread is about. So GTFO with your crappy characters from other FFs!

But anyway... for me it would be.

Solid Snake
Revolver Ocelot
Liquid Snake
Cloud Strife
Sephiroth
Wrex
Dante
Nelo Angelo (DMC)
Wesker (RE series)

Having trouble... remembering... memorable characters right now, though :\.

All of Final Fantasy 7's characters are memorable only because the game is popular, not because they are good characters. Everyone in the game was an emo bitch. Seriously, have the time I wanted to smack sephiroth and tell him to stop acting like a little bitch of a girl.

Great lists guys!
I want to add:

-Carth from Kotor. He was great guy. Simple and straight at conversatioions. Always wanted to have him in team.

-Shepard, Ashley, Kaidan, Wrex, and ... I don' remember her name... alien mechanic Chic(with no face) from ME

-Marcus Fenix+Dominic Santiago+Cole "train" (only played First GoW but I heard second sucks anyway). They are most badass guys ever. Damn it makes me want to replay GoW billionth(?) time.

There were tons of characters saved in my memory through my whole "gaming life"

And damn... Batman from AA was BAD ASS

Issac from Dead Space, although he didn't speak in the first one he will in the second. Maybe he will have a different personality.

HK-47

"You are a very harsh master, Master. I like you."
"I think he is making fun of you, master. Shall I proceed with wasting the meatbag?"
"Indeed, I am most eager to engage in some unadulterated violence. At your command, of course, master."
"Observation: I am a droid, master, with programming. Even if I did not enjoy killing, I would have no choice. Thankfully, I enjoy it very much."
"Suggestion: Shall we find something to kill to cheer ourselves up?"
