The Drill Expert tonic is the coolest one ever. Just wish added a bit more room for drill fuel.

No, that's the 3rd drill upgrade. Drill Expert makes your plamids consume very little eve, but it limits your weapons to just the drill, hacking tool and camera. So basically you play as a bouncer that can use plasmids. A unique challenge.

I was looking at that plasmid yesterday - I love my drill, but I don't know if I'd want to stop using the other weapons. Are the other weapons completely unselectable when it's active, or do they just not shoot?

Unelectable. Can't use them. You gotta rely on Plasmids, but with Incinerate, Shock, Ice, Trap and Telekinesis, why use weapons? You still get mini turrets. Combine with Drill Vampire and you near unstoppable. Imagine drilling a Big Sister while you health goes up? The drill stuns so she can't fight back. Only need to watch for splicers sneaking up on you. Some of those lead heads pack a punch.
