does anyone know of open source bandwidth management software for windows 7 that allows you to manage the bandwidth your programs use? e.g. netlimiter

that would work...but i don't want to pay for it...it's just to limit my download speeds at home..even though I have a 50Mbps down connection my ISP throttles my downloads if they go too fast. the problem is I download from IRC and there are no options to limit how fast I can download using mIRC.
