Maybe the individual publishers have new titles based on Source 2?

That would make sense actually. The announcement could be for for Source 2 and that Valve, EA and Take 2 are all going to publish new games based on it.

The image (I suspect it's not Duke) could be an image from one of those new games (I'm putting my money on the next CS

).

That is definitely duke nukem, but the fact that the image was found on 4chan makes me skeptical that it wasn't doctored or completely made up.

Did anyone even see this page themselves when it was up?

The thing that confuses me is that if it was DNF, why would they do it right after E3?
