TF2?

That's really the only way to do it... have classes with their seperate strengths and weaknesses. Wouldn't work for CS since with proper balance you have to greatly sacrifice reality.

They would have to implement 'team-moves/combos", in TF2 the only real team player is the medic, the role forces you to be a team player or else you are useless. In Day of Defeat there are multi-man caps , meaning that you have to have more than one person with you to capture a point, so your also forced to work with your team to capture points. Also in Red Orchestra the capture points depend on how many people are in the capture area, so the actual team that is working together gets the advantage. There are many ways to force team play, its just up to the devs.

TF2 has the same things with needing multiple people to capture points, push the cart etc. Also, different classes are relied upon depending on the situation... spy troubles? Get a pyro to do constantly spy check. Too strong defense in an area? Have a medic uber someone. Problems with ubers breaking your defense? Have a pyro push the medics away. Even though you can go off and do your own thing, your team needs a balance of classes to have all the strengths it can. Because of this, you need to communicate and work as a team to get things done.

I bet this is one of Valves "big" announcements

that GOG will partner with valve and is going to distribute on Steam now
