You don't get it anywhere.

It is available for free on Steam, and installs with the game or auto-update (if Metro 2033 is all ready installed), as does all DLC content on Steam.

It adds 2 new weapons, reduces ammo..hardcore removes the HUD. Simply choose it under game difficulty.

Yes, with minor tweaks to ammo levels etc. No new maps like the OP was probably thinking.

What, available on steam? But haha, i dont have the steam version sir. How to get it for non-steam-version users?
