I am very tempted to blow away my savings just to have one of these...but then I realize that I would then be broke for a long time...and then go back to appreciating my lowly 860...

Probably negligible. Nobody buys these chips for games...CPUs, past like an i7 860/920 don't make much of a difference at ultra high quality in most games.

The 990X and 995X still has the same stepping as the 980X.

do not buy that bloody thing, buy a new i7 2600k, that is close performance and way less money. (about 330 USD)
