Default Kepler only for PCIe3

Do you think Nvidia Kepler will be only for new PCI Express 3.0 Motherboards?

PCIe 3.0 is backward compatible, meaning cards supporting PCIe 3 should work in PCIe 1 & 2 ports.
This is actually a pain for chip manufacturer as PCIe3 has different encoding scheme...
As the universe is curved, there cannot be a straight answer...
