Cards are constantly ramping up and down clock speeds during simple tasks like opening a web browser. This in turn runs the card hotter, and forces the fan to ramp up and down along with the clocks.

The new drivers will be out tomorrow for the release of BF3. They contain several fixes for retail BF3, and I thought I read somewhere the p-state issue was resolved. I might be wrong n that though.
