Wikipedia specifies that the Flashback 2 is compatible with old 2600 Pads (and other models, like the analog paddles).
No word on the Flashback 1. Sorry.

I used to hate the 7800 control pads. The stick was too long for the small base. the 5200 pad was the best although it would wear out easily. Good times.
