There are some bugs were quest items won't leave your inventory. If you encounter any, just look up the quest on uesp.net and it should tell the console commands to address the problem (it might be a removeitem call, or setting a quest stage). I used them a couple of times in my first playthrough to address bugged quests.

I have a problem.

I have killed like 18 dragons (including elder), and it won't open up my shouts. I have a total of 4, and I am level 34?

this. you should see the words you've learned from the dragon walls in the shouts menu and will be grayed out. you should see the option at the bottom of the screen to use a dragon soul to unlock whichever hilighted shout you've got selected.

My shouts were not unlocking then I realized I had to activate them. I think its R from the shouts menu.

I finished the main quest today.

Oddly enough, once I leave the Throat of the World after going through the "congrats" dialog with Parthanaax, nobody I've talked to seems to notice that Alduin is dead and the dragons are no longer a threat. Not sure if I just haven't spoken to the right people, or if the NPCs just don't care. Kinda anti-climactic.

Oh well. I have a dozen or more side quests left to do but I'm not inclined to finish them. I'll call the game done and uninstall it. So many other games to play...

Yes I have the words, some of them completed (all 3 levels of words), and some level 2 words.

Sillyeagle got it for me. You have to expend the soul, and activate the words! Thanks.

The shouts are useless anyway. They barely do any damage or provide any benefit at all. Elemental Fury seems to be the only one that is quite useful since it speeds up your characters reflexes for like 10 seconds.

A few are handy. Force clears bad guys away, The one to clear weather is handy in the snow storms in the north, also cool when it's raining. Dragonrend is also a must for close range fighters.

It is annoying the whispers are still so loud. the Detect life one should be handy for stealth fighters, but is useless as all enemies can hear it.

Any are fun to use in town just to upset the guards.

Unrelenting Force is nice when you have multiple enemies to fight. Knock them all down, single one of them out and kill him leaving you in an easier situation to deal with. It's also nice if you're low on health. Knocking the enemies down gives you time to use healing spells.

The Aura Whisper is nice for making sure you cleared out everyone at a site. It also gives you a heads up for situations where you will run into multiple enemies.

Another good one would be the one that freezes enemies. Again, gives you time to heal up with spells when facing multiple enemies.

But... just like all Elder Scrolls games, once you level up to a certain point there's no challenge to the game at all. Once I got my enchanting to 100% and smithing to 100% I created double enchanted Daedric armor, upgraded it to legendary, and can pretty much go toe to toe with a Dragon and beat him down with my fists.

Or you can use the stealth, smiting potion and bow exploits and make a super bow that will one hit everything. Of course no one forces you to do that... I kept it real in my first play through.
