Help! Can't decide: 60 Hz IPS or 120 Hz TN

I am planning on getting an ASUS PA238Q for my upcoming build but something about me says to look into 120Hz TN monitors as the difference in gaming is huge (according to what people have said about 60 Hz vs. 120 Hz).

What should I do? Here are the specs of my build:

I love to play FPS games so the importance of 120 Hz is there but at the same time would like the quality of an IPS monitor. However, I've noticed some have said that the difference between IPS and TN and not HUGE like some make them out to be. Is this true?

By the way, I read that you can only see the advantage of a 120 Hz monitor if you can actually run your games at 120 fps. Will my build even have the horsepower to run new FPS games at 120 fps?

It all depends on what you want. The best solution would be a 120Hz IPS monitor but they are really dragging their feet in coming out with such a solution. If you like to play FPS competitively, want to use 3D, or absolutely hate screen tearing but also don't like enabling Vsync, a 120Hz monitor is for you. But the quality difference between a TN and IPS is noticeable, and if the previous things don't matter to you, then an IPS is what you should get.

I don't know how the new 448 core 560s do against vanilla 560s or 570s, but most likely it is between the two in performance, so it should be decent enough for most games at 1080p or 1920x1200.

I went with a 120hz tn panel as I notice ghosting very easily and when I do see it it's all I can pay attention too.

For me the difference in IQ isn't worth the terrible ghosting of most of the IPS monitors I've seen. I'd love to try out a 120hz ips panel, but as said above they are really dragging their feet.

What's the point in investing thousands of dollars in crazy good PC hardware and then have to deal with a low quality result on a bad display?

My recommendation:
Don't settle for that 1080p ASUS display. A PC like yours "deserves" a great display and so does its owner! Get a gorgeous 2560x1440 or 2560x1600 monitor.

I can't get anything larger than a 23" screen due to space constraints. Secondly, I'm already pushing my budget with this desktop so I can't really spend any more.

I also looked at the Dell UltraSharp U2312HM but it seems the ASUS PA238Q is a better screen according to what people have said.

with his video card, if he takes a 2500+ monitor, he definitely wont reach 60 fps.
