Default ctrl-alt-f1..f6 virtual consoles

I am able to setup my new Dell Inspiron 2650 with the drivers from Nvidia. I use Xconfigurator under RedHat 7.3 to setup the video card and generic flat screen monitor at 1024 x 768.

My problem is when I switch back to any one of the virtual consoles the screen is much dimmer and I see scan lines going up the screen.

I don't think this is normal.
1. Is this happening with anyone else's laptop?
2. Does anyone know how to resolve this issue?
3. Does anyone know exactly what the scan rates are for the Inspiron 2650 LCD screen?

Any hints/suggestions are appreciated.
